New Laws/ Changing Attitudes

The Americans with Disabilities Act (ADA) of 1990 provides civil rights protection to citizens with disabilities.  ADA affects all buildings to which the public has access. The guidelines became effective January 26, 1992, and are enforced by the Department of Justice. Facilities which do not comply can be assessed significant fines ($50,000 to $100,000) for noncompliance.

The ADA contains five titles.  TITLE III, Public Accommodations, governs signage. Tactile (raised and Braille characters), signage for renovations and new construction became effective January 26, 1992.  Existing facilities are expected to do whatever is "readily achievable" to make public accommodations accessible.

Recent changes in laws, policies and attitudes have opened more opportunities for people with disabilities to pursue education, recreation and employment in the mainstream of the community life.
